Revenues Officer - Billing 001109

  • Determine liability for Council Tax, Business Rates and Housing Benefit Overpayments
  • Maximise take up of benefits, discounts, exemptions and reliefs for those entitled to them
  • Carry out rolling reviews to ensure that reliefs, discounts and exemptions have been awarded correctly.

Role responsibilities and main duties

To administer the billing, collection and recovery of money due in respect of Council Tax, Business Rates and Housing Benefit overpayments.

This includes:

  • processing incoming data in respect of the billing and collection of Council Tax, Business Rates and Overpayments of Housing Benefit
  • interrogating and cross referencing on all data base systems that are available to verify liability and assist in the collection of monies due
  • recommending cases for action by Senior Recovery Officers where normal procedures have not been effective or are challenged
  • recommend cases to be written-off  where further action is not appropriate
  • maximising take up of benefits, discounts, exemptions and reliefs for those entitled to them
  • attending Court to assist with legal proceedings for the collection of money due to Oxford City Council
  • liaise with internal and external stakeholders to determine correct property database, liability and collection of arrears
  • assist in providing training, coaching and mentoring to staff
  • escalating and liaising with Senior Officers on more complex cases
  • initiating contact with customer to clarify any billing/liability issues
  • to process and take appropriate action on any errors & warnings and default reports that the accounting systems produce
  • act as an outside visiting officer to determine liability, discounts, exemptions and reliefs where required
  • support the development and delivery of the Revenues service, making recommendations to aid continuous improvement and ensure innovation is pursued and recognised
